Human Resources & Administration Manager

Job Description

To define and drive the HR strategy and operations of URC Oman, understand business issues and perform key human resource and administration activities including recruitment, payroll, compensation and benefits administration, employee relations, training and development and performance management. Makes decisions in difficult and deadline driven situations in accordance to URC policies.

Skill Requirements


  • Bachelor Degree in relevant field of Human Resources
  • Certificate in HRM such as CIPD/ SHRM/ CCP will be an added advantage
  • Strong English and Arabic language skills
  • 8 – 10 years of experience
Responsibilities
  • Acts as the face of HR for the company
  • Liaises with Functional/Departmental Heads to understand and align with their HR needs and organizational goals
  • Develops the annual HR budgets including workforce costs and talent acquisition budgets in accordance with Department Heads and Finance.
  • Develops and maintains transparent HR policies and practices that build a fair and positive work environment and promotes a healthy organization culture
  • Provides HR support services to the business and staff and serves as a point of contact for all HR activities and tasks.
  • Develops relationships and promotes mutually beneficial partnerships with employees, management and external resources.
  • Talent Management

  • Identifies training needs, prepares training plan and coordinates in-house, external or internal trainings for employees
  • Updates and maintains all job descriptions according to the latest organization chart and requested amendments by managers.
  • Conducts the entire recruitment process from sourcing to onboarding to enable selection of quality talent for vacant positions within defined timelines.
  • Administers joining formalities of the new hires ensuring that all the documentation provided by the new hire is accurate and up-to-date and coordinates with government relations unit to finalize new hire residency transfer or registration requirements
  • Manages the probation evaluations and annual performance appraisal process; including communications, conducting training, tracking and following through to completion.
  • Payroll and Benefits:

  • Processes salary and benefits entitlements and ensures authorization of monthly payroll as per established policies and procedures
  • Establishes and maintains employee details and confidential payroll records and employee files
  • Calculates and processes payments, deductions, overtime, bonuses, etc. of all eligible staff, ensuring that the payment is accurate and paid on time
  • Monitors employee attendance, absences, overtime permissions etc. and ensures accuracy and completion of records.
  • Prepares status change forms and updates all payroll related HR documentation, reports, approvals, employees’ records and policies by following established processes and procedures
  • Implements controls, procedures and reconciliation checks in the payroll processing and payments to ensure quality of delivery and compliance with standard processes
  • Facilitates all salary and benefit requests such as salary certificate, insurance claims and other employee entitlements (such as business trips tickets etc)
  • Manages employee insurance schemes
  • Prepares Social Security calculations for Omani staff and ensures that all Omani staff are appropriately covered and paid as per Social Security regulations
  • Facilitate a smooth employee separation process including documentation, exit clearance, End of Service Benefits statements, insurance cancellation and visa transfer.
  • Liaison with department heads for legal and disciplinary issues including conducting disciplinary investigations if required and issuing penalty or warning letters.
  • Controls and maintains all HR data, including payroll budget and cost information (such as indemnity and leave provisions, salary, variable pay, etc.) for the purpose of ensuring the availability of documentation and compliance with established URC policies and local laws.
  • Generates periodic reports, analysis and other relevant information and trends to support the decision-making process.
  • Coordinates between finance, human resources, administration and other departments to ensure proper flow, maintenance and security of colleagues’ data
